Keynote Speaker – Mr. Gary Burnette
Mr. Burnette currently serves as the Senior Advisor for Cyber and Information Operations (IO) to the Commanding Officer and Technical Director of SPAWAR Systems Center Pacific. He retired from the Navy in 2006 as a Captain and spent his military career as an Information Warfare and Signals Intelligence officer. His last assignment in the Navy was as a Senior Fellow on the Chief of Naval Operations Strategic Studies Group in Newport, RI.
As the Senior Advisor for Cyber and IO his duties include: representing SSC Pacific throughout the Department of Defense, the Intelligence Community, industry and academia; serving as an internal subject matter expert on Cyber and IO capability development; and providing expertise in strategic direction and project development for Cyber and IO. He has also been involved in a number of IO activities to include IO Modeling and Simulation and developing IO capabilities for Ballistic Missile Defense. In addition, he serves as the Navy approving official for IO Joint Munitions Effectiveness Manual tools.

Special Guest Speaker – Ms. Karen Fine
In addition to our keynote speaker, Gary Burnette, we have invited Karen Fine to address our AFCEA Scholarship winners!! Her inspiring message will no doubt touch everyone’s heart.
Karen has a Bachelor of Arts from the Journalism Department at Texas State University, with an emphasis in Advertising and Commercial Art. In 1993, after a year of graduate school at Texas A&M University, she was accepted to the US Navy’s Aviation Officer Candidate School in Pensacola, Florida. Upon graduation, she immediately entered the prestigious US Navy flight program and earned her “wings of gold” as a Naval Aviator in January of 1995.
It was 1993 when Congress passed a law that allowed women to fly in combat. By the time she reached her fleet assignment in 1995, she was the first female pilot in her squadron, and part of the second battle group ever to deploy with women aviators. Her first fleet assignment was with Helicopter Anti-Submarine Squadron EIGHT (HS-8) flying the SH-60/HH-60 Seahawk aboard the aircraft carrier, USS Nimitz. During her tour, she flew search and rescue, combat search and rescue and anti-submarine warfare missions. On the last year of her tour, she circumnavigated the globe, five years to the day that she had joined the Navy.
In October of 1998, she reported as a flight instructor at Camp Pendleton, California, to instruct both US Marine Corps and US Navy pilots to fly the UH-1N Huey helicopter. During this tour, she serverd as a senior instructor and their first female department head. She also earned her Masters of Business Administration with an emphasis in Computer Resource and Information Management from Webster University.
After completing her active duty Navy service in January 2002, she began her family while working for a defense consulting firm in San Diego. She affiliated with the US Navy Reserve in 2003 and currently leads a Tactical Support Center as the Officer-in-Charge and was recently promoted to the rank of Commander. She is also a Senior Information Technology Program Manager for Qualcomm, Inc.
Karen’s devotes her spare time to writing and she pens stories about her simple solutions for busy families living gluten free. Born out of a desire to heal her sick child, she has devoted years to the study of the gluten free diet. She has published two children’s books on healthy eating, featured as a guest speaker for Rady Children’s Hospital and has made appearances on NBC news. She is in the process of releasing her third children’s book and publishing her first gluten free menu book.
With her diversified background as a former Navy helicopter search and rescue pilot, Masters Degree in Business Administration, marathon runner, children’s book author, and gluten free cook, she also chairs local fundraising events for foundations with an emphasis in health and education.
