Keynote Speaker – Captain Sandra Buckles, USN

Space and Naval Warfare Systems Center Pacific
Captain Sandra (S. T.) Buckles was assigned as the Executive Officer of Space and Naval Warfare Systems Center Pacific (SSC Pacific) in April 2009. Captain Buckles entered the Navy through Officer Candidate School, Newport, Rhode Island, after graduating in June 1978 from Wells College in Aurora, New York with a Bachelor of Arts degree in Economics.
Captain Buckles was commissioned an Ensign in September 1978 and assigned as the Operations Duty Officer at the Worldwide Military Command and Control (WWMCCS) site at the Pentagon. She was subsequently assigned Executive Officer of the Charleston, South Carolina, Reserve Center with a follow on tour as Operations Officer/Senior Management Consultant at the Organizational Effectiveness Center (OEC), Charleston, SC. LT Buckles completed her Master of Arts degree in Computer Data Management from Webster University.
LT Buckles left the active Navy in December 1988. LCDR Buckles was the Executive Officer of NR-USS Mount Baker AE-34; the last Commanding Officer of NR-MSCO EMED 101; Naval Reserve Region North East N6 and Operations Watch Officer for Area Air Defense on 2nd Fleet supporting JTFEXs and Operation Noble Eagle overseeing communications across Army Patriot batteries, Air Force AWACs and Navy Aegis cruisers. Commander Buckles was recalled to active duty to serve as the Japan Exercise Officer on Commander, 7th Fleet Staff. After that, she was assigned to Naval Air Station, Brunswick, Maine, as the Information Technology Advisor (CIO). Commander Buckles utilized technology and positioned the base for enhanced technology usage. She served on CINCPACFLT Staff as a Solution Provider and evaluated business processes to improve the use of technology.
In December 2002, Captain Buckles served as the OPNAV staff Chief Information Officer transitioning the OPNAV Staff to NMCI spearheaded the Functional Area Management review of Navy software applications. In February 2005, she volunteered for assignment as the Multi-National Force – Iraq, Director of Knowledge Management. She established theater-wide data management standards and architecture in support of U.S. and Coalition forces. In October 2005, Captain Buckles was assigned as the Director of C4 Systems, U.S. Forces Japan. She led bi-lateral initiatives in partnership with the Japanese Joint Staff J6 focusing on seamless interoperability between U.S. Military and Japanese SDF.
In addition, Captain Buckles has a background in the civilian sector. She held positions at Bath Iron Works (BIW) as a data analyst; Bowdoin College as a Senior User Services Consultant supporting 2000+; Director, Engineering Computing and Resource Management at George Mason University, supporting 3500+ faculty/staff and students; and Nortel Networks as the Practice Leader for the Billing and Mediation Practice within Global Professional Services. Captain Buckles led her own technology consulting company, specializing in business process design and information assurance.
In recognition of Captain Buckles’ achievements, she is entitled to wear the Defense Superior Service Medal, Defense Meritorious Service Medal, Meritorious Service Medal, the Navy Commendation Medal (4 awards), the Navy Achievement Medal (3 awards) and the Military Outstanding Volunteer Service Medal.
