Keynote Speaker – CDR John W. Sprague, USN
CDR Sprague is a native of Tuckerton, New Jersey. Entering the Navy through the Reserve Officer Training Corp (ROTC) program in 1986, he graduated from the Pennsylvania State University with a B.S. in Geography in 1990. Upon graduation, CDR Sprague was commissioned in May 1990.
CDR Sprague received orders to Surface Warfare Officer School Command, Newport, RI where in December 1990, he completed the Basic Division Officer Course and in March 1991 completed the Steam Engineering Officer of the Watch course.
In April 1991, CDR Sprague reported to USS SHREVEPORT (LPD 12), where he would complete thirty-six months onboard to include two Mediterranean six-month deployments including operations off the east Africa coast and two shipyard periods including one dry-docked. During this tour, he served as Machinery Officer, Helicopter Control Officer, Main Propulsion Assistant, Combat Information Center Officer, and Assistant Operations Officer. CDR Sprague completed Engineering Officer of the Watch qualifications in January 1992 and was designated a Surface Warfare Officer in November 1992.
In July 1994, CDR Sprague reported to The Naval Postgraduate School, Monterey, CA where he earned an MS degree in Information Technology Management. Specializing in Computer Networks, CDR Sprague’s Masters Thesis examined the feasibility comparison and analysis of the Unix network environment and the Windows NT environment for integration with the Defense Information Infrastructure. Also while assigned to the Naval Postgraduate School, he completed phase 1 of the Joint Professional Military Education.
Upon graduation from the Naval Postgraduate School in September 1996, CDR Sprague received orders to Surface Warfare Officer School Command, Newport RI where in May 1997 he graduated from Surface Warfare Officer Department Head and Tactical Action Officer course.
In May 1997, CDR Sprague reported to USS JOHN YOUNG (DD 973), where he would complete twenty-one months onboard to include a Middle East Force/Arabian Gulf Deployment and one dry-docked shipyard period. During this tour, he served as Operations Officer in charge of four divisions including over ninety personnel in seven different ratings. In December 1997, he completed qualifications as Tactical Action Officer.
In April 1999, CDR Sprague reported to COMMANDER AMPHIBIOUS SQUADRON ONE, where he would complete twenty-two months onboard to include an Amphibious Ready Group deployment to the Arabian Gulf. During this tour, he served as Material Logistics Officer responsible for material condition of all assigned ships and craft. He tracked a 120 million dollar complex overhaul of USS PELELIU (LHA 5), Amphibious Squadron One flagship to include hull, mechanical and electrical (HM&E) as well as over fifteen Command, Control, Communications, Computers and Intelligence (C4I) upgrades. Additionally, he served as Senior Watch Officer of over 100 watchstanders. In April 1999, he completed qualifications as Staff Tactical Watch Officer.
In March 2001, CDR Sprague laterally transferred to the Engineering Duty community. In that same month, he reported to The Naval Postgraduate School, Monterey, CA where he earned an MS degree in Computer Science. Specializing in computer networks and security, CDR Sprague’s Masters Thesis examined Free Space Optics and Wireless Broadband Radio Frequency in a network design to bring high speed network access to the last mile. He graduated in March 2002, attended the six-week Engineering Duty Officer Basic course, and reported to SPAWAR Systems Center in San Diego where he was assigned to the Tactical Systems Integration and Interoperability Division working Research, Development, Test and Evaluation of Tactical Data Links as part of the Ballistic Missile Defense System in support of the Missile Defense Agency.
In December 2004, CDR Sprague reported as the Space and Naval Warfare Systems Command Mideast Det Officer in Charge stationed in Bahrain where he is supported the COMUSNAVCENT N6 staff. In January 2006, he reported to the Program Executive Officer for Command, Control, Communications, Computer and Intelligence (PEO C4I) where he served as the Navy Multiband Terminal Assistant Program Manager and is currently serving as the Consolidated Afloat Network and Enterprise Services (CANES) Assistant Program Manager.
