Charlie Suggs – Biography
Mr. Suggs is the architect of and thus one of the most credible experts on the SPAWAR PEO C4I Master Plan. Charlie Suggs has served as the DPEO for Technical Direction and Program Integration, PEO C4I since Sept of 2005. From Jan 2005 to Sept 2005, Charlie served as the Deputy Executive Director for the Office of the Chief Engineer, SPAWAR 05. Before this selection, he served as the Architecture and Standards Department Head, Code 052, in SPAWAR, where his primary focus was on the development of the architecture and standards for the Naval Enterprise. In addition to these efforts, his recent efforts include development of the PEO C4I Masterplan. Past efforts involved the Shore Infrastructure Master plan for OPNAV and network integration efforts of Navy and Joint C4ISR command centers, located around the globe. Additional efforts include the management, acquisition, development and design, installation and test of shipboard networks, involving digital data for radar systems, maps, and tracks, for combat direction systems, along with the design, development and programming, and installation of simulator systems, for ASW Fire Control.
Charlie earned his Masters in Electrical Engineering at San Diego State and his Bachelors in Physics and Electrical Engineering at California State University, Fresno. He is a licensed Professional Electrical Engineer with the State of California. He received his CompTia Network Plus certification in Oct 2005. Since 1997, Charlie has taught networks and data communications classes throughout the United States.

The Masterplan is the source of information indicating the technical and business direction for PEO C4I over the next 20 years. Even a cursory understanding of the document provides valuable information on SPAWAR PEO C4I daily activities and strategic goals
