Joe is a Public sector acquisition professional with broad experience in business development, program management, systems engineering, test & evaluation, and in-service systems support.

Joe has direct experience with the development, fielding, and logistics support of networks, communications systems, and Command & Control applications employed by the U.S. Navy afloat and ashore. He also has extensive experience with establishing and managing performance based services programs, including the Navy’s Fleet Systems Engineering Team (FSET).

Advanced education in the federal regulations and provisions governing the federal government’s procurement of items and services from the private sector. Built and teaches the University California San Diego (UCSD) Extension’s 27 hour Introduction to Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance (C4ISR) course.
